INVITATION TO QUOTE FOR THE PROVISION OF CLEANING SERVICES AT THE CONSULATE-GENERAL OF THE REPUBLIC OF SINGAPORE IN HONG KONG

INVITATION TO QUOTE FOR THE PROVISION OF CLEANING SERVICES AT THE CONSULATE-GENERAL OF THE REPUBLIC OF SINGAPORE IN HONG KONG
The Consulate-General of the Republic of Singapore in Hong Kong would like to invite you to quote for the provision of cleaning services at our premises for a period of one year (1 September 2016 to 31August 2017). The contract awarded may be renewed for a further one-year period (1 September 2017 to 31 August 2018), at the sole discretion of the Government in accordance with the terms and conditions of the Invitation to Quote.
2 You shall be deemed to have read and fully understood the following documents which constitute integral components of this invitation and shall comply with all terms and conditions specified therein. You are required to write in to the consulate to obtain a copy of the following before you submit your quotation:
(a) Annex “A” - Schedule of Requirements
(b) Annex “B” - Conditions of Contract
Closing Date and Mode of Submission
3 Your quotation shall be submitted by email to Hong_Kong_procurement@mfa.sg and addressed to Ms Constance Ngiam. Please indicate the subject as “Provision of Cleaning Services at the Consulate-General of the Republic of Singapore in Hong Kong. All submissions should reach the Consulate-General no later than 29 July 2016, 12 noon. Late submissions will be disqualified.

Evaluation Criteria
5 Your quotation will be evaluated based on the criteria listed below.
(a) Compliance with Specifications (50%)
(b) Price Competitiveness (30%)
(c) Track Record (20%)
Terms and Conditions
6 The Consulate-General does not bind itself to accept the lowest, or the whole or any part of any offer.
7 All cost or expenses related to preparing the offer will be borne by you.
8 All information supplied to you by the Consulate-General, either in writing or orally, must be treated in confidence and not disclosed to any third party.
9 The Consulate-General reserves the right to disqualify you if you do not submit your response in a manner consistent with the provisions set out in this letter and requirements listed in Annex.
10 The submitted offer should remain valid for acceptance for a minimum of 90 days from the date of submission.
