Notarial services

On 18 January 2021, Singapore acceded to the Hague Conference on Private International Law (HCCH) Convention of 5 October 1961 (“Apostille Convention”), abolishing the requirement of legalisation for foreign public documents.  Hence, with effect from 16 September 2021, the Singapore Academy of Law is authorised to issue Apostilles for all Singapore documents bound overseas.

Both Hong Kong and Macao Special Administrative Regions are parties to the Apostille Convention.  The Hong Kong Apostille Issuing Authority is the Apostille Service Office, High Court Registry and the Macao Apostille Issuing Authority is the Legal Affairs Bureau.

Notarial Services

The Consulate-General processes requests for notarial services on documents intended for use in Singapore. We do not generally perform notarial functions on document which will be used in a country other than Singapore, unless it is a requirement by the local authorities. These services include witnessing of signature for Affidavit; Statutory Declaration and other types of documents (e.g. Power of Attorney, Singapore Authorities’ Forms, etc.), and certifying true copy of document.

The whole document should be presented in proper form. The Consulate-General has the right to reject the documents if the full documents are not provided.  You will be required to be present at the Consulate-General and bring with you the following original document for identification:

1. Passport/NRIC for Singaporeans

2. Passport, Blue NRIC as well as Form 7 for Singapore PRs

3. Passport/HKID card (depending on which identification document is used on the documents meant to be notarised) for non-Singaporeans

All notarial and authentication services at the Consulate-General are BY APPOINTMENT at https://calendly.com/sgconsulatehk/appointment, Mondays to Fridays from 9am to 12pm, and walk-ins are not allowed.  Such services will also include Oath-taking for Singapore Citizen who turns 21 years old and application for Renunciation of Singapore Citizenship as these applications require you to sign in the presence of a Consular Officer.

Witnessing of signature for affidavit and documents

The Consulate-General witnesses signature on Affidavit and documents such as Power of Attorney, CPFB Forms, etc. for use in Singapore. You are required to bring along the document(s), completed but not signed; valid identification documents; and any supporting documents as required.

Witnessing of signature for statutory declaration

The Consulate-General witnesses signature on Statutory Declaration for use in Singapore. You are required to bring along the following document(s), completed but not signed; valid identification documents; and any supporting documents as required.

Certify true copy of document

Please bring the original and a photocopy of the document as the original document has to be seen and compared with an exact photocopy of the document.
